If you try to hit every single note, it's top-tier; if you mash some, it's high-tier. The weird jump in the second half is more lenient than it looks, so you can clear it with a 3-note simultaneous press, but a local 14 player wouldn't think of bracket mashing. Since it requires mashing with skills that a local 14 player couldn't imagine, I think it's closer to top-tier. The best option is to just skip this and move on to 15.
