I agree it's high-tier because there are so many crazy top-tier 14s.

It starts getting tough from the foot-switching section in the middle, and then completely finishes you off with the final three runs. Especially the third run, it's a level-15-tier pattern that cleverly mixes in waist twists as it comes down. Because there are so many insane patterns in the top-tier 14s, it gets overshadowed, but I think this is also a pattern that is far from being a typical 14.
