I agree with the description that it's a twist you rarely see in level 13. On top of that, it throws in some nasty brackets to force misses. It was just way too off-level when it was 12, but even at 13, considering the high BPM, it's not an easy chart. Even if it goes up to 14, it wouldn't be the lowest-low, but maybe mid-low. Of course, there are many crazier twist charts in 13, so the chance of it actually moving up seems slim.

Once you get used to twists to the point where you can play 14-15s, the path opens up and the perceived difficulty drops significantly. But for locals, it's hard to read and the twist patterns are unfamiliar, so your feet don't follow easily.
