A 13 player shouldn't find the sections outside the late game difficult, and assuming you've practiced lower-level twist charts, the late game isn't something you'd be unable to clear. It's a bit of a confused chart to call a 'twist chart' because high-angle twists are common even in 13. If this level of twisting is a problem, you probably wouldn't be able to clear something like Passacaglia in 12 either.
