You could easily give it a 23 because of the late spike.

Until the 'bald head' (no-note) section appeared, it was only rated as a 21. But when the 'bald head beam' hit, it suddenly threw in high-speed bursts and stairs that were, with a bit of exaggeration, on par with a 24, killing the player instantly. However, since the half-bursts with high accuracy requirements are designed to be passable as long as you hit 4 notes, it might be easier than other high-level charts if you're only considering a clear. If you can clear it with high accuracy, you're at least a 24 player.

It's easy up until the middle. However, the late spike has a difficulty level that rivals most 23s. A run that you have to hit while your stamina is drained by stamina-eating holds... In that sense, this is definitely a high-level chart.
